Service for placing markers in OSM?

Tell me if there is a service with which you can put a marker on the OSM map?
In terms of the fact that there is a Customer and a Contractor.
The contractor performs the work and puts a marker on the map in which place of the city it was done and attaches evidence to each marker in the form of a photo report (preferably)
The customer on the map, using markers, exposes the places where he would like the work to be done.
Accordingly, both the Customer and the Contractor must have access to the same map with markers.

Information about markers that are of interest to the customer is purely personal information. There is no point in adding it to OSM. Theoretically, of course, you can add your own points with specific tags to the database. But I would recommend that you store the markers in some database of your own, and use the OSM map as a substrate for your markers.

The Customer and the Contractor must have access to the same map with markers.

Google Maps has the ability to add its own markers, lines, polygons on top of the map. Maybe this feature will be useful to you.
