How can I get the coordinates of the desired kilometer on the highway or by kilometers using PHP or JavaScript / jQuery?
Or where can I download such a database?
For further drawing the route on the map or marking a certain kilometer of the route on the map.

For self-calculation, you will need any GIS where you can load the road geometry taken from osm via overpass turbo, and then, starting from a known point of the kilometer post, divide the geometry into segments of a given length (kilometer), giving them appropriate names.
