Separate workspace on a second monitor

The situation is the following. I use Linux Mint with Cinnamon. Installed a second monitor, expanded the workspace on it. Everything works great.
Is it possible, instead of expanding one workspace to a second monitor, to display a separate one on it (with its own separate panels).

I used the Dual Monitor Panels extension . I just rewrote it a little. I'm more comfortable with the panel on the top than the bottom.
For those who will install - keep in mind that you need to replace the standard Window list applet with this one in order to display only windows from your monitors.

I don't know about mint, but you might be wondering that Gnome 3 only has the ability to scroll desktops on one monitor. Not sure if this is what you want, but it looks like it.
