How to configure exim against spam?

Faced a strange situation. IP address got into all spam databases. The server has Centos and many websites. The mail system is Exim. 2015-03-12 18:58:03
appeared in the logs H=localhost (static.204.97.63.178.clients.your-server.de) [127.0.0.1] F= rejected RCPT : relay not permitted 2015-03-12 18 :58:03 H=localhost (static.204.97.63.178.clients.your-server.de) [127.0.0.1] F= rejected RCPT : relay not permitted All seems good. Writes that Relay not Permitted, nevertheless, letters reach the addressees. Open Relay is configured correctly. Checked through websites. Checking sites for viruses showed nothing.
According to the logs, it is also impossible to understand who sends. Exim's settings include full logging and +arguments, however, this does not help to solve the problem. Appealed to the administrators, they also shrug their hands. Need help or advice
