Why doesn't the Debian shell command work?

Works:

http://***url***/import_csv.php?authkey=***&chain=1

Does not work
runuser -l **username** -c "wget -t 10 --content-on-error -max-redirect=1000 -a /**path**/logs/wget_log_import$(date +%Y-%m-%d_%H-%M-%S).log -O /**path**/logs/wget_output_import$(date +%Y-%m-%d_%H-%M-%S).log 'http://***url***/import_csv.php?authkey=***&chain=1'"

More precisely, it works, but instead of a script, it returns the authorization page in html, if I copy the path and pop it into the browser, it works.
Apparently, I'm confusing something with the abundance of quotes?
