Can a hard drive be added?

With the condition that there is not enough space on the old drive to install programs, is it possible to somehow transfer part of the system partitions to the new drive?

Yes, you can.
If you have LVM, then everything will happen quickly and painlessly, but if not, you will have to work a little, transferring some branches of the file system to a second hard drive (/usr, for example, or / home).
