With the condition that there is not enough space on the old drive to install programs, is it possible to somehow transfer part of the system partitions to the new drive?
PS not much is wrong, on the old railway there is a large part like a network folder, we will transfer it with all the contents to the new railway, and divide the freed space between system partitions

Yes, you can.
If you have LVM, then everything will happen quickly and painlessly, but if not, you will have to work a little, transferring some branches of the file system to a second hard drive (/usr, for example, or / home).
