You can do it yourself on Asterisk.
I am not a big connoisseur of Asterisk, so I won’t write everything in detail, but I’ll tell you the concept.
First of all, you need to install Asterisk and determine what you will call through (it can be any VIP operator, or, if you wish, you can install a GSM-modem on the server and make calls via a GSM channel).
