The questionnaire was given by a company that promotes sites - bdbd.ru. Why does an SEO specialist need anything other than access to the CMS admin panel?

Reminiscent of the behavior of street scammers, gypsies, who have just divorced the client, and rush him until he changes his mind. Is this some kind of complete crap, or do I not understand anything?

bdbd.ru and many of their clients were banned from Yandex. It’s generally dumb to get in touch with them, a divorce for grandmas.

SEO is one big scam sooner or later yandex or google will ban such sites. If you need it for a short time, just traffic is always welcome, but there will be no target customers.

Why does an SEO specialist need anything other than access to the CMS admin panel?
1. Access to .htaccess files to write 301 redirects, rewrite mod for beautiful and short links.
2. Upload confirmation files for Yandex and Google webmaster
3. Create robots.txt, sitemap.xml files
4. change something in the site template code, it is not always possible to do this from cms. And you need to change a lot, prescribe meta tags, titles, alts, change the heading code, remove strong and b tags where you don’t need them, put them where you need them.

Then, in order to modify the CMS, they can set all sorts of attributes to the links, close something in noidex, add a block of text to the template, or something else.
Maybe, of course, you can do all this from the admin panel itself, but not a fact.
