Screen flickering, how to solve the problem?

took it to replace the old square vw (burned out) twisted the settings for a long time until it set a clear, correct display of the resolution (everything is ok with this)

But the problem is now in the thin flickering of the screen. All colors except black seem to run, but it's annoying. On white it is also almost invisible, but on all other shades it is very noticeable and annoying. Lowering the brightness does not help completely, this problem still remains.

I also always use vw - VA1931wa - I didn’t see anything like that in it, can you tell me if it’s possible to solve the annoying problem at all? Even the dark green background in the "running" notepad is
