very similar to the poor power supply of the computer, I had this with a monitor with an external power supply, the power supply was non-native, it turned out to be weak, changed to a more powerful one and everything became fine
Few data. You need to know the connection type, monitor matrix, resolution (it is not measured in hertz).
Presumably you plugged the monitor in via a VGA cable and set it to high resolution. try switching to DVI or HDMI.
Try (just for testing) to connect the monitor through an adapter or extension cable without grounding. If the interference disappears, you can remember the old saying - when zero looks like a phase, inflate an electrician with an infection!
