SAS controller does not see more than 16 disks?

There is an old Supermicro server on LGA1366 and it has a built-in SAS controller, everything was fine until there were less than 16 disks.
And now I see a message when loading and refuses to serve more than 16.
But it says SAS supports up to 128 devices per port, right?
