What is needed to connect a large number of sata hdd to a computer (more than 20 pieces)?

It is necessary to assemble a computer with a lot of sata eichdidi and they were not in RAID. Approximately: I7 cpu, MB asus (suitable for my task), 8bg ram, vga nVidia gtx 560 or 750 (video is not important).
I do not really understand what SAS is, but I think that this is needed here.
Is it possible to connect SAS controllers to regular PCEs and connect disks to it?

Now you will be advised PCI / PCI-E SATA controllers, for which you need drivers that start working after the system boots, and are generally not very versatile.
I will offer a slightly different option.
There are SATA multipliers like this one . They work much like a USB hub, allowing you to connect multiple devices to a single port. Yes, the speed during simultaneous operation will be shared between all devices, but conventional HDDs rarely fully load the SATAIII channel.
