Rollback from Catalina to Mojave?

You need to roll back to Mojave. I tried the way from the Internet - download Mojave from the store, do not open it, create a USB flash drive. But after downloading from the app store, an error occurs something like "failed to check the package", should I try to download again or does Apple not allow me to roll back?

Try Internet Recovery
Shift-Option-⌘-R
Reinstall the macOS that came with your Mac, or the closest version still available.
