Is it possible to programmatically enable HDCP for (QtMove or AVPlayer ), i.e. oblige to play video on devices with hdcp support?

Hello, I am writing my own video player (with certain functionality for myself).
There was a problem, is it possible to programmatically enable HDCP for (QtMove or AVPlayer ), i.e. oblige to play video on devices with hdcp support?
(video can be both with drm and without drm) Just a regular QuckTime player automatically turns on hdcp for signed files (drm).
And an indirect question, is it possible to sign DRM video content yourself?
