Rights to an article on a forum?

There is an original article written as a forum post by one of the users. At the bottom of the forum pages there is an inscription "quoting information from the forum is allowed only with a link to the source (forum)". I didn’t notice it right away somehow
. So, I liked this article and I wanted to copy-paste it to my website / blog or somewhere else on the Internet. I write to the author in a personal, whether it is possible to use the information from his article on a third-party resource, signing, of course, who the author is. I receive a positive response.
And now I noticed this postscript at the bottom of this forum about quoting and a link to the source.
Should I (to be honest, do everything) write a link to the forum topic? In fact, I personally asked the author whether it is possible to use his text ... If I just copied the information without asking anyone, then of course I would have to leave a link.

The forum is just a platform for posting information. The same as, for example, LiveJournal, Twitter, VKontakte.
If the administration of the forum did not purchase the user's article, then, accordingly, it does not have rights to it and it can be freely quoted/used. There are also examples when the administration on the forum pays for the material. In this case, the copyright may belong to the administration of the forum.
Also, the following should be distinguished from the copyright law:
“The following are not objects of copyright:
1. official documents (laws, court decisions, other texts of a legislative, administrative and judicial nature), as well as their official translations;
2. state symbols and signs (flags, emblems, orders, banknotes and other state symbols and signs);
3. works of folk art;
4. messages about events and facts that are informational in nature .”

Messages on the forum fall under the 4th paragraph, so to speak, in the public domain.
So, if there are no marks in the topic itself, indications like “written by order of the administration”, “all rights belong to the administration”, then feel free to take the material.
In addition, do not forget that the text still belongs to the author and he can also post it anywhere without asking the forum admins.

Signatures in the footers of most sites are decorative. So publish calmly - the author has allowed you. In addition, you can always categorically state that you received an article from the author, and not from the forum, but this is already a circus. it should be easier (this is me myself).

When registering a forum member, he always agrees (otherwise he will not register) with the rules. Such consent has a certain force - a public offer. So, here, among the rules, it could be that the author transfers all rights to his publications to the forum administration.

In addition, if you touch on morality (“to be honest, do everything”), then imagine yourself in the place of the forum owner: would you consider it honest to copy-paste from your forum without indicating a link to you? After all, the forum still needs to create such conditions so that the participants want to write a worthwhile article (and apparently we are talking about such an article). The question of even pure morality is whether it is necessary to respect the work of others.
