Can I use the video if it doesn't say rights?

I found a 10-minute video on YouTube of shooting my city (500 thousand population), I would like to use several fragments from it with a total duration of 10 seconds.
But! The user who uploaded the video has no contacts, no name, no photo, no description for this video. Can I use it on my commercial sites?

можете, пока автор не будет уязвлен и не подаст в суд
если автор опытный (типа фотостудии или продакшина на местном телевидении) - шанс потратиться есть
с другой стороны, 98%, что ничего не будет
