Rewritten application on Google Play and AppStore - an update or a new application?

There is a working application published on Google Play and AppStore that will be completely rewritten.
In this case, the concept of the application will be preserved, i.e. the name and essence of the business logic and functionality will remain the same.
The design, interface elements and a bit of the logic of work will change. And the application will be completely rebuilt, i.e. in a different programming language by a different developer, technically all the code will be completely different.
How to properly republish it on Google Play and AppStore? Will it be possible to roll a new update onto an existing one, or will it be necessary to create a new one, call it {{App}} NEW, and delete the old version over time?
In the requirements, I found only an indication that it was impossible to manipulate updates by adding something to the application that was not there initially. What is the real practice in this regard?

If there are keys, then it is better to update. Once we lost the keys, we had to release the application with a new package. Lost a lot of customers because they couldn't get new updates

If the old one works fine without glitches and the new one does not bring anything new, then it is better to separate it. Users usually have a negative attitude towards the redesign, because You need to get used to the new interface again. And it’s better not to delete the old one at all if it is not outdated and compatible with the backend.
After all, the new is not the fact that it will be better. Who knows how stable it will be. Only time will tell. And reviews, of course.
I remember how much negativity was towards the radical redesign of Office 2007+ after Office 2003-. Everyone I know swore at the unusualness and for a long time did not want to get off the old one. Then, of course, they got used to it, but still.
