How to block an outgoing Android call?

I have an idea for an application that needs to control outgoing calls from a device. On the Internet I read that in 2.3 this feature was removed. And yet, I do not lose hope, so I will ask you the users of the toaster. How can I reject, block, cancel an outgoing call, to a specific or all numbers?
