You need to pay off a freelancer, and he (like many others) prefers WebMoney. Buy bitcoin on any of 100500 exchanges and sell on btc-e.com (1-2 days but the final losses will be high ~ 7% -8%) or metabank.ru (maybe it's a long time, ~1-2 weeks, but the commission will be less ~6%).
