Repair monitor when part of screen renders slower?

Bought Asus VX248H.
At the time of release, it cost about $400 in Ukraine.
About 3 years have passed since then and now the bottom of the monitor slows down by about 0.3-0.5 seconds depending on the sharpness of the movement, which is why the image is distorted.
It is clearly visible when watching movies where the frame goes from side to side, the lower part of the screen is separated by a flickering line. In games, this is still distracting, line ripples. Which is more likely to damage your eyesight. With a static picture, for example writing code, scrolling, this is imperceptible.
I suspect that the matter is in the TN matrix or somewhere in the circuits, perhaps something burned out somewhere due to voltage drops.

I have another Philips 248C3LHSB LCD monitor, I bought it 5-6 years ago and it works fine, although the brightness has decreased.

Is it worth it to spend time and carry it in for repair or buy a new one?
How often do you change monitors?
How often do you repair?
Were there similar cases?
If buying new, what brand?

Based on the information in the internet , the LCD monitor works from 5+ years in the worst case, it turns out that Asus is not so "gaming".
I use the monitor for about 15 hours a day, the minimum life is 30,000 hours, 30,000 / 15 / 360, any LCD monitor that has worked for less than 5.5 years is not worth the money.
Lenovo is generally trash, pick up a monitor in a landfill and it will work better and last longer.
I look narrowly in case of what in Dell and HP.
