I know very little html and css. I want to make a site like https://devdocs.io/
Is there a framework for a beginner so that I don't have to understand the code?

If you want to do web development, then phrases like “I don’t want to code” don’t work.
There are many CMS, but if you want your template to be more flexible, you will have to understand the frameworks (zurb, bootstrap etc) and, of course, learn coding.
In general, try wordpress. Youtube has enough mana.
