Can I buy a domain permanently?

There is a domain from a Bulgarian company (www.dom.bg/), which no one uses, but you cannot buy it from registrars. Like, he's already busy. Contacted the administration of the site, they offer to redeem it completely. Is it possible to redeem a domain to an individual completely and permanently? How is it done? Or is it possible to only rent, in which the client pays for a set period (from 1 to 10 years)?

Two blocks, left and right, throw in as many indoor blocks as you like. Flex is not needed.
