Recommend issue tracker

At the moment there is a team (20 people) - artists, programmers, PM, etc.
It is necessary to create tasks, subtasks, the ability to comment, etc.

We are currently using JIRA. But the following trifles (but very important) do not satisfy:

1. you cannot mark tasks as unread. For example, I have 20 tasks hanging on me. and someone added 2 more. it's impossible to look at your task list to see new tasks. And if someone commented on something, then even more so. Using a common tracker or soap is not convenient.

2. You can't group tasks by folders. for example, 15 of the 20 tasks that I have on hand should only be done when the project enters phase 2 (there is no exact date). accordingly - they should be put in a folder and not unfolded until necessary.

Advise, perhaps, another tracker? Or plugins have i jira?

Many people like redmine, but since we use jira, I can help solve your problems using JIRA:
1. you can not mark tasks as unread.
If you want to mark exactly, then add a custom field Unread. You can set up a post-function so that when creating a task, the field is set to True, and when the task is opened, it is set to False. Next, set up a filter that will sort all tasks with unread=true and put the link with the filter on the dashboard. But I would advise you to enter the necessary statuses depending on your needs.
2. You can't group tasks by folders. For example.
What you call folders is decided by labels. Group as you like. You can also create related tasks with various related activities (duplicate, should be fixed before, should be fixed after),…

1. New tasks can be viewed by sorting tasks by date in the dashboard. Or use email notifications.
2. This problem is solved by creating subtasks. Or, alternatively, you can tag tasks with specific tags.
As another tracker, only Trello comes to mind, but there, in my opinion, it is still more deplorable

I haven't seen jira, but it's interesting:
1) isn't there really no sorting by "update" date, those on top were last updated
2) folders? It always seemed to me that such tasks should have some kind of status indicating that they are not in work, again in the same redmine, you can link tasks, so that the "start date" of one task is set after the completion of another, I think Jira should have something like this.

Well, you seem to already know about the solution to your problem, you urgently need to introduce agile practices in order to get rid of the task jam.
If you have more than one task hanging on you at the same time, then you already have a problem, if the task depends on others and on time, then you have a problem. Take more time for planning. Get a person who prioritizes tasks and choose from one by one, one at a time, who gets what, no more than a piece in one hand (I do one, I plan the second after this one). Take scrum, adjust to the team and go ahead without locks and queues.

Sorry, but what you want is project management, not stupid task tracking. That is, tasks are set in iterations, dependencies are also written in them.
Although, I remember, ServiceDesk (that's what it's called, I don't remember the manufacturer, it's paid) was able to do this at my last job.
Although the fact that he was able to use tickets was more of an additional feature, because in the complex it is already an ITIL / ITSM solution
