Recommend a desktop application for generating icon fonts

You need an inexpensive (under $25) desktop application (windows) to generate icon fonts based on ready-made vector icons. From editing, only scaling is needed, and that is not necessary. Icon file/s as input, fonts and styles as output. I know about fontastic and fontello, but I need a desktop application. Icons are made to order and exclusively; it would be unreasonable to upload such icons to online services. In addition, I am looking for a convenient font-building software (up to $150) and if it can export to icon font, then it would be great in general. Who will advise what?
