Rdp connection to 2 statics?

Good afternoon!
Essence: 2 offices at the server's head office and 2 Internet channels (in one Mikrotik)
When the 1st provider crashes, the 2nd provider turns on - naturally with its static!
The 2nd office cannot start RDP AND REMOTEAPP connections
Question:
1. How to reconfigure in Mikrotik so that when accessing the first static after it falls, it switches to the 2nd address?
(I won’t pull out 2 icons for rdp users) what are the solutions so that the connection goes by the name of the PC
2. Is it possible to raise 2 vpn on Mikrotik (for the 2nd line)

You want the impossible from Mikrotik.
You have 2 WANs and 2 white IPs (wIP-1, wIP-2).
Do you want Mikrotik to redirect traffic from wIP-1 to wIP-2 when wIP-1 crashes? How do you imagine it? What kind of redirection can we talk about when, when the WAN falls, wIP-1 simply stops resolving at the provider level or higher?

Will users connect by IP by DNS name?
Mikrotik has its own ddns /ip cloud. You can connect using it.
Then, when the first provider is disabled, after the update, you need to update this dns name / ip cloud force-update, and it will start resolving the ip of the second provider.
How do you switch between providers? In what way?
