How to connect a remote office via VDS abroad?

Good day!
There is a task. From one office in the city of H, you need to look at the Internet "as if" from another office in the city of H, and in the middle there should be a VDS somewhere abroad. All my life I have been a Windows enikey, for the last month I have been quickly eliminating gaps in my knowledge of Linux. I can raise a router on CentOS, configure iptables with a manual too. The implementation "on a piece of paper" is seen in such a way that a nix OpenVPN server rises on the VDS, a simple Windows OpenVPN client clings to it from office 1, and a niks OpenVPN client is installed in office 2. When VPN is connected in office 1, the traffic is sent to the server, from the server to the second office, and there the incoming traffic is sent to the local provider. But how to route it, on both clients and on a server, I understand very approximately. I will be very grateful for advice!

Why so? Maybe it's easier to connect the routers of both offices to the VPN server? Googling
further assign a gateway to office 1 through the provider of office 2, and correctly configure nat in office 2.
