Rar.exe - unwillingness to work with .apk through the command line. Mistake. Bad archive?

"Mistake! Bad Archive" - such an inscription flaunts on the console when trying to add files to the apk file.
apk is an Android application file, but in fact it is a ZIP, WinRAR opens perfectly, and files are added there without problems, but it does not want to work through the command line. Extraction doesn't work either, citing "this is not a RAR archive". Help, otherwise my entire script for packing application resources in apk is going down the drain! Tips for using other archivers are not forbidden
ps: renaming the archive to zip does not deceive rar.exe
pps: in the information via WinRar it displays: Extract version 2.0, OS: DOS

You yourself wrote that apk is a zip archive, but you are trying to open it as rar.
