How to create an archive that can be unpacked in several places?

I have programs, I want to pack them and unpack them with a self-extracting archive so that all settings are saved.
The program itself is in Program Files, settings in appdata, and a shortcut to autorun is still needed.

How to pack it all so that everything is Feng Shui?

You need to create an installer.
There are different tools for this - Inno Setup, NSIS, Qt Installer Framework
