There is a problem: a completely new and still green site has a large database of places. There are especially many places in Moscow and St. Petersburg. They don't have any user ratings, reviews or anything like that yet. So far, all places are shown at any scale and the city is practically invisible, only marks.
Actually the question is: how to sort the output at the initial stage so that a small number of points are shown on a large scale, if you zoom in more, then more points will be shown in this area, even closer - even more, etc.
