Mobile app designer - all-rounder for iOS/Android?

Hello.
My question is rather short - is the "default" responsibility of a mobile application designer to develop design for all currently popular platforms (iOS, Android, Windows Phone)? Or does the main specialization go to one particular platform?

It's easy to check. We go to the headhunter and search by keywords in the title of vacancies and in the description. On request for an interface designer for ios only (without mentioning android) there is 1 vacancy in Russia. For a designer only for android - 5 vacancies. There are 36 vacancies for an interface designer that mention both ios and android. The rest of the majority of vacancies do not contain such keywords, according to which the vacancy could be attributed only to ios or only to android. A cursory analysis showed that these vacancies are either for the web, or they require a wide ui / ux specialist, without being tied to the platform.
Actually, the conclusion from the above: the vast majority are looking for a universal ui / ux designer who is both mobile and web. If we take only mobile interfaces, then the demand goes to those who work with all platforms, and are not imprisoned for any one.
The conclusion is, in principle, logical. Firstly, if a company needs a designer for mobile phones, then most likely they release applications for both iOS and Android. What's the point of keeping two different designers under it? And secondly, the interface designer is primarily a designer. The difference between ios and android is only in the guidelines and some features of developing an interface for a specific platform. If we have a good designer, then it will not be difficult for him to understand these features and guidelines and it will not take much time.
