I want to make changes and additions to the Rules of the road. What should the site look like?
Cheerful day, friends!
I like to learn the rules of the road of other countries. Compare with our rules. I think that a lot can be changed and improved. It is very easy to save many lives.
I want to make a website where you can discuss possible changes and additions to the existing traffic rules of the Russian Federation. I am sure that this question will be of interest to many. Therefore, the site should be modern, user-friendly. He did not scare away with his design and people wanted to take part in the project.
Are there already similar sites? What should be the site? How to implement? Left column - was, right - proposed. Do you need a mobile version?
How to filter/moderate if there are too many replies? Is registration required?
Maybe there are ready-made website templates for such needs (this is the best option in my case))))?
Advise a specialist who can advise or has done similar.
Purpose: submission of the initiative on the website "Russian Public Initiative" and consideration by the state authorities.
Good luck in business!
Sincerely, Artyom Ovdin

I think in order to discuss the rules of the road, your site should look something like this:
Are there already similar sites? - There is. But maybe yours will become unique and the most popular.
What should be the site? - Convenient and understandable for the user.
Do you need a mobile version? - Yes, if you want your site to be popular and have a lot of traffic.
Is registration required? - Yes, it will attract users.
How to filter/moderate if there are too many replies? - Hire people who will do it.
Maybe there are ready-made website templates for such needs? - There are no ready-made ones, but it is possible to do it on CMS Wordpress or AVE.
Some of your questions will be answered by itself after the launch (you will understand the audience). This is about moderating user content, etc.
Brief development plan:
1) Explore the topic of landing pages, if you haven’t already (oh, it’s deep deep).
2) Put forward hypotheses about design, functionality.
3) Implement all these hypotheses in real different sites with the help of expensive and good designers and programmers.
4) Bring a few people (Must be a statistically significant number! More than a thousand for each site.)
4) See which sites lead to your goal the best (for example, a user goes to a swarm site + more than 2 minutes on your site studying materials).
5) Understand the reasons for all collected statistics. Honestly, you ask the professionals.
6) Throw the command to make the site perfect and polished, bring all the other visitors you can.
I hope I answered the question)
Organize the site on modern forum engines, such as - NodeBB - the appearance is nice and the approach to the project structure is correct (i.e. forum)
You can even discuss traffic rules in the kitchen over a cup of vodka - no one will listen to you. Accordingly, any site is suitable for this. Absolutely anyone.
In order for these discussions to reach the final release of the SDA, you need to be somewhere at the government level. If you stop doing nonsense right tomorrow and go into politics, by the end of your life you may have time.
