You say that you plan to study at a university and study programming at the same time. Don't college teach you programming? If they teach you, it’s probably better to try to combine study with work / freelancing, and there it will form by itself. If not, what is the point of this university? Perhaps it is better to go to the nearest large IT city (it is not necessary to go to the capital - in Novosibirsk, Yekaterinburg, Kazan and in several other cities there are very decent universities), studies there. Moreover, large IT companies cooperate with good universities and hunt graduates for themselves. You just want to join a big IT company.
