Publish app clone on Google Play, App Store?

Good evening!
People tell me if it is possible to publish a clone of an existing application on Google Play and the App Store with minimal changes. From the changes there will be a couple of lines of code, a name and an icon.
A little more detail:
There is an installed Rocket chat in the organization, we plan to build our application from the sources and publish it under a different name.
