Promotional codes (coupons) on Opencart do not apply, why and how to be?

The problem is this: when you enter the current promotional code, a message is displayed: "Coupon code successfully accepted. The total amount of the order has been changed!". But the total amount does not change either in the admin panel or on the cart page.
And when placing an order, a message about the successful acceptance of the promotional code is not displayed, but if an irrelevant or incorrect one is entered, an error is displayed: "The coupon is invalid, expired, or the limit of its use has ended!".
What could be the problem, has anyone experienced this?

Look in the admin panel for the "consider in the order" item and change the sort order.
