Problems with MSK-IX with external traffic?

Hello! Me and a few of my friends have trouble twitch in the evenings (the maximum quality in which the broadcast is not interrupted is 360-480p). The rest of the friends are fine. Empirically, through tracert, we found out that those who have traffic going through MSK-IX have problems. In addition, we also found out that for the same people, speedtest shows a low speed to European servers (Berlin - Deutsche Telekom, Paris - Orange, etc.).

Question - does anyone have experience of interacting with MSK-IX - is it possible to write / call someone if you are not a provider? Or only through your ISP?

Low speed is technically not a problem. It is clear that you want everything to work at the speed of a home tariff even to Australia, but this is not always the case.
I think that the M9 is aware of the issue - if, of course, the reason is in their area of ​​responsibility.

M9 has no problems (it's just a data center, well, or a route server), Problems at the interoptor interface.

Problem - if this is a real problem, and most likely not, with your provider. It just cuts speed to europe during peak hours. So does the mouth, the house of the ru, and all such slugs.
Using vpn you close the end point of the route and the type of traffic for the proxy, so their shaper does not work. There is only one conclusion - to change dip.
