Everything uses UTF-8, static text is saved in UTF-8

On a local server from an external MySQL, it takes the data and shows it normally, but on the VPS it gives it like this with the signs "???":

I rummaged through all the settings of MySQL, Apache & etc - utf 8 is everywhere.

I use Denver at home, I have CentOS on the VPS.
