Problem with verifier.exe and BSOD?

Good afternoon. The story is long, I’ll say right away that I’m not considering the option of reinstalling the system yet, only as a last resort.
So, due to problems with the motherboard, I had to transfer the hard drive with Windows to another free block. Prepared the system for transfer via sysprep. Transferred, everything is installed. I started installing the drivers, downloaded the USB 3.0 driver from the off site of the motherboard, but during installation I got a message that the driver was not signed, I installed it anyway. Yes, yes, I'm a moron :) As a result, after restarting the system does not boot. BSOD. After digging, I realized that the problem is in this driver. I boot with driver signature verification disabled. I started looking for this driver, and strangely, I did not find it. Googled and found an article about the verifier.exe utility. Launched, the system went to reboot, and voila, another BSOD with a completely different code. I also dug around, it turns out that verifier.exe is naughty, they say if after a reboot it shows a blue screen, then the problem is really in the driver, and now you need to boot into safe mode and hang up this verifier. But what if I can't enter safe mode? After all, my system boots only if signature verification is disabled, and when I press F8, I have the option to either boot with verification disabled, or safe mode. And safe mode does not start without disabling signature verification. Is it possible to disable this verifier somehow? via livecd or something else?

Boot into the recovery console (from the disk and you can somehow install it on a computer disk), and disable the service or driver from there, there is a corresponding command in the console, for sure this verifier as a service is there
