Windows 7 is installed on the machine, then they told me how to make it so that several users could use it at the same time. How can I make sure that all users on the system are logged in on reboot? (In order for everyone to start their own processes in startup).

No way. Desktop versions of Windows are not designed to be used by several users at the same time, this is a violation of the license agreement (as well as modification / replacement of system files). Accordingly, they do not provide any mechanisms for automatic login and / or simultaneous work of several users.
