Problem with some process (Windows 8.1 Pro)

laptop: Acer TravelMate P253-M
system: Windows 8.1 Pro
The problem is this: when I use a program (it can be a browser, a game, some kind of Adobe product, etc.) some process disables the window (program) being used , and after a few seconds it returns to the window in use. This goes on endlessly. For example, when I play "cut the rope" the game pauses every interval. Or when I watch a YouTube video in full screen mode, after a few seconds it returns to its normal size. This problem exists in the browser and in other programs. I tried several options to solve problems: uninstalled and reinstalled Adobe Flash Player, DirectX, turned off and on the video card drivers. But nothing helped. From what could it be?
and when I turn off the laptop "HSM sink windows" this process is also closed every time. Maybe this will help too

Well, as a simple option, press ctrl + alt + del and click in detail, kill all processes until this behavior stops, if it stops, go to startup there and disable the process.

Had the same problem, plus the wheel next to the cursor flickered. The removal of Microsoft .NET Framework 3.5 helped. It is this version. It is removed through the components of Windows.
