Problem with PayPal transfer?

Lord.
An embarrassing situation to the point of tears.
PayPal wallet is registered for a citizen of Georgia. The card is linked.
I need to withdraw money, but for some reason I can’t transfer it just like that to a card, apparently I need to link an account.
To make an exchange for the same WebMoney in their exchange office, I have to transfer money to another wallet "As a friend / relative". But I don't have that! The type of payment is immediately set as for the goods.
The funny thing is that I registered an account by selecting the country Ukraine and when transferring, I have the opportunity to select the type of transfer. But as you understand, I cannot use a wallet that is registered for random data from another country.
I ask for your help.
