I don’t really understand whether individual entrepreneurs can receive payments in foreign currency from July 1 for completing project work on Paypal?

Withdrawal payments come from PayPal Ru LLC, but I don’t understand whether they now fall under electronic wallets without opening an account or not ?

According to the indicated link, it is written in Russian in white:
"... Thus, it seems that from July 1, 2021 it becomes possible to use foreign electronic wallets:
for legal entities and individual entrepreneurs - for receiving and spending funds on grounds NOT related to entrepreneurial activity (i.e. an almost complete ban on the use of foreign electronic wallets for commercial purposes)..."

and they told me that "Paypal is not an electronic wallet, but a payment system licensed by the Central Bank of the Russian Federation" and thus does not fall under this law
