Is a virtual card suitable for a merchant?

Good day to all, dear, what do you think, will a virtual card number suit me, for example, from the qiwi payment system to register it as an account in other payment systems, namely for a merchant of an online store?
I will describe the situation, I am making an online store, and I want to choose the easiest option for registering merchants in payment systems for another legal entity. That is, the strategy is this, I ask him to register his SIM card for verification, registration, authentication, etc. in order to register merchants in aggregators in his name.

Merchant (merchant) - who sells.
Bayer (buyer) - who buys.
As I understand it, there is a trading platform ("shop") with goods from the owners of various stores.
You are going to accept payment for goods on your website directly to the account of the store whose goods you are going to buy, and after the customer has formed the basket, credit the money to the account of the payment system of each store whose goods were in the "basket".
A virtual card (virtual card number and details) can only be used for paying for goods and issued for a maximum of 2 months.
In any case, you must:
- obtain permission from the stores to be able to sell on their behalf on the basis of an agreement
AND
- at the same time, do not violate the terms of payment systems (or payment system aggregators)
And
- do not violate the current legislation.
I can advise you to look towards PayPal. They have a mechanism (processing) for aggregating payments of such a plan: for working with 3rd parties.
