How do I send a PayPal customer an invoice for payment?

We need not just a BUYNOW PayPal button, but for the user to enter his email in the form on my website, press the "Send invoice" button and Paypal will send him an invoice with a button, by clicking which the user would pay from the letter.
Is that possible?
