How to get money on Paypal if Payoneer is not working?

Good afternoon.
I have a PayPal account registered to a US address with a Payoneer (Bank Of America) account linked to my account. I live in Ukraine. The account was verified and I even received 2 money.
Yesterday I received a Payoneer card in the mail. Today the idiots from PayPal sent:

On ... we attempted to transfer from your bank account ending in x-xx.... We received an automated response from your bank informing us that they could not complete the transfer.
As a result, we have removed this bank account from your PayPal account.
To re-add this bank account to your PayPal account, please confirm with your bank that all information is correct. Alternatively, you can add another bank account.
We apologize for any inconvenience this may cause.

If I don't have a verified PP bank account, then I can't receive money into my PP account. They hang and require confirmation. I click "Accept" - it requires to attach a new bank account.
I need to at least receive them on PayPal and spend on amazon, etc. I will not necessarily withdraw them.
So many have been blocked. What other schemes are there?
