Problem with HP Secure Encryption, how does it work?

Hello.
The customer purchased an HP server with an HP Smart Array P440 controller and enabled Secure Encryption on it. The array has been created, the password is on the controller and is properly requested when the server starts. However, if you connect to the server directly or through iLO, you can "skip" this step by simply pressing Enter several times.
The first time I encountered such a solution, it was decided to ask the community for help (I could not find an answer to this question in the HPE documentation), perhaps this Secure Encryption feature does not work as expected and some additional license key is required? I would like to understand the situation while the server is relatively easily accessible.

For transparent encryption at the controller level, a TPM module is required. Servers with this module are not delivered to Russia.
