Problem with Hetzer

Third day The speed between Russia and Germany is 3MB and no one moves.
Does anyone have contacts, higher than those support to complain.

For a year everything was perfect, and now they are in no hurry for 3 days.

Are you sure that the problem is in their channels? How was it tested? Which direction?
Right now I tested the iperf channel from my server home, I got a little bit for 40Mbit / s, i.e. about what my provider allows to pump.
