Principles of operation of a mobile operator

Maybe someone knows how the software side of the implementation of cellular operators is arranged? What "layers" does it consist of? How do BSs interact with the billing system? What protocols, standards are available? Maybe there are specialized books?

BS (base station) does not directly interact with billing. Billing is integrated with NSS (http://en.wikipedia.org/wiki/Network_switching_subsystem)
There are a lot of standards (GSMA, etsi, 3gpp). I can go into detail, but specific questions are needed.
To get started, read articles from pro-gsm.info/ , they write the truth in simple language.

Thanks a lot for the push in the right direction. For those who are interested, I also found a (pretty) good description of the principles of operation www.ixbt.com/mobile/gsm-nets.html (the article is true for 2000, but still, I think it has a place to be). I did not find information about the software information of this issue: how new services are found and provided, what is the principle of billing, financial calculations. Just as interesting is how payments come in (through online payment). Logic, on the one hand, suggests that each operator has its own methods of work, but on the other hand, there are not so many manufacturers of equipment and software for mobile operators and, it seems, there are some standards. Maybe I'm wrong. Tell me please.

there are many modules - for each service, most often a cluster of servers.
billing data is transferred to

promotions and tariffs - are regulated by a bunch of people - marketing, management.
