SMS gateway on the contrary - where to get it?

I have not seen such services, but such functionality is implemented elementarily. Buy a Huawei 4G modem, insert a SIM card with internet into it. Further in the browser, you can open the modem's admin panel and view or send sms there - the key point here is that everything happens in the browser.
Then you just have to create a custom script that will monitor incoming messages and, depending on the command, perform the necessary actions.
You don’t need to know anything except JavaScript here, write everything yourself or order a bot (extension) from someone who understands. Finally, I’ll add that I personally used such a scheme more than once for mailing lists - there were no problems yet.

Any Sent SMS message must be received on something. The easiest way to do this, as you have already been told, is with a modem. You don't need any LTE, just GSM and a simple script that will check the presence of SMS with AT commands, and if they appear, send an email. You can even stick this into some Rapsberry.
From services as a variant of IFTTT (True, you need a phone with a SIM card), and indeed a lot of things are googled for sms to email ( tyts ).
