Powered USB ports?

Is it possible to programmatically turn on and off the power supply to the usb port?
If not, then maybe someone knows any usb hubs that have the ability to programmatically control the power supply?

I was interested in this issue, most of the opinions in Google are for the fact that in the general case, programmatically _power_ cannot be disabled in any way. if we are talking about flash drives, then for many models, when unmounting, their controller turns off the power from the flash drive itself, but nothing more

As I understand it, this is something like a tool for unmounting flash drives. In principle, it can be set on other devices, but how then to turn them on programmatically?

It's funny. Just last night I was looking for an answer to this question, but I did not find it. And today he is in Q&A.
In particular, I was interested in power management of the cooling pad (powered by USB), turn it on / off as needed.
