I'm looking for a library that could create a virtual microphone that I could specify as a sound source in other programs, and so that I could output sound through it, for example, play mp3 through it. On the Internet, I found only all sorts of voice assistants and "how to record sound from a microphone."

Creating a virtual device is non-trivial and not cross-platform, and python does not fit well here. You will need third-party software such as Virtual Audio Cable.
